DHI Malaysia wins Environmental Management and Monitoring Plan works contract for high profile RAPID project

The PETRONAS Refinery and Petrochemical Integrated Development (RAPID) is one of the biggest projects embarked by PETRONAS in Malaysia, involving an investment value of approximately RM 60 billion to develop a world-scale integrated plant comprising petroleum refining activities and petrochemical production in Pengerang on the south coast of the State of Johor.

The RAPID complex is targeted to deliver its first product in late 2017 and is expected to boost the socio-economic growth in the area. To facilitate the construction of the RAPID complex, a Material Off-Loading Facility (MOLF) is required for importing construction plant and material.

DHI Malaysia was commissioned by contractor Zelan Construction Sdn Bhd in late 2014 to prepare a hydraulic study and an Environmental Assessment study for the disposal of dredged material, and had earlier carried out the hydraulic and environmental assessment studies for the MOLF. Both studies have now been approved by the relevant government authorities and we will start undertaking works for the Environmental Management and Monitoring Plan (EMMP) from mid February 2015. The majority of the monitoring will be carried out during the construction and dredging phase, which are currently planned to be completed within 10 months.

We have been positioning and delivering hydraulic and environmental services associated with the petrochemical development activities in Pengerang since 2009. In winning the EMMP works contract for the RAPID project, DHI Malaysia stands out with the following differentiators:

  • Tried and tested method of online monitoring of total suspended solids coupled with hindcast/forecast model in the Johor Strait
  • Proven track record of successful delivery of the EMMP services for the development of Independent Deepwater Terminal at Pengerang
  • Prior experience in securing government agencies approvals for the RAPID MOLF Preliminary Environmental Impact Assessment
