On November 2nd, an Innovation Award by the Singaporean Ministry of Transport has been presented to the Maritime and Port Authority of Singapore (MPA) for the implementation of an Environmental Monitoring and Management Plan (EMMP) in a major land reclamation project. The award is given out to projects that result in benefits to the public and industry and have proven to be cost and time-effective.

DHI Singapore carried out the project on behalf of MPA.

Singapore is a small island with big plans. Major land reclamation projects are one of the measures to enable Singapore’s future development. However, such measures can pose a serious threat to the local environment as well as the shores of neighbouring countries, many thereof lined with coral reefs, seagrass meadows or mangroves.

One of Singapore’s main concerns regarding the reclamation activities is not to create any adverse impacts on the neighbouring countries. Therefore, a strict environmental monitoring needs to accompany the reclamation works, providing reliable methods, clear targets and effective response mechanisms. Therefore, MPA engaged DHI Water & Environment as specialist consultant to implement a so called pro-active feedback EMMP for the reclamation of Pasir Panjang Terminal (Phase 3 and 4), a container terminal in the south-western part of Singapore.

The EMMP project team works 7 days a week. Sediment release is measured on a daily basis and compared to predetermined spill allowances. Online sensors are deployed to continuously measure turbidity, currents, dissolved oxygen and noise. Quarterly marine habitat surveys on corals and seagrass are conducted by marine biologists. Daily feedback is given to keep the EMMP up-to-date. This innovative approach provides MPA with a responsive and reliable system, allowing unexpected impacts to be mitigated before it’s too late.

Team leader Loh Chee Kit of the Maritime and Port Authority of Singapore (MPA) received the Minister’s Innovation Award from Mr. Raymond Lim, Minister for Transport and Second Minister for Foreign Affairs, at the Orchard Hotel on November 2nd 2010. “Recognising staff who have injected creativity and innovation into the work that they do is important as such efforts enhance our organisations’ performance, productivity and service delivery. These efforts and initiatives benefit not just the public but also many others in the industry. I hope the awards will spur the recipients and others to continuously look out for areas of improvement, create novel solutions and strive for even more innovation for the benefit of Singapore”, says Mr. Lim.
